Phyllis Marshall, ESQ.

Ms. Marshall has more than 15 years of experience lobbying the California Legislature and advocating for clients before Executive Branch agencies and other government offices and commissions.

Ms. Marshall lobbies the State Legislature on behalf of clients in a variety of sectors including financial services, insurance, healthcare, local government, pharmaceutical manufacturing and sales, and energy. She is responsible for developing and implementing legislative and regulatory tactics and strategies for clients. Consequently, Ms. Marshall also has extensive experience representing clients in administrative enforcement, compliance and regulatory proceedings.

Prior to joining the Firm, Ms. Marshall served as Vice President of the Personal Insurance Federation of California. She was responsible for implementing and developing governmental affairs strategies for the association’s clients, which represents insurers who sell approximately 50% of the personal lines of insurance in the state of California. She represented association clients before the State Legislature, the Department of Insurance, and other state agencies. She served as lead lobbyist on civil justice matters, including Business and Professions §17200 reform, and other liability issues.

Ms. Marshall has also been instrumental in the leadership and development of several Sacramento based business coalitions and has extensive knowledge in the initiative process having participated in the execution of several matters referred to the voters for decision. Ms. Marshall is also a founder of the California African American Political Action Committee.
